It was not made as fully nor as well as the Senator has made it. but it is the fact that the chief struggle in the New England States. so far as illiteracy is concerned. is with foreign immigration. Nevertheless there is the immigration. those people come to us. and they come to stay.. they are a part of us. and they require this help. and they require it now. Without it. belonging as they do to an active. vigorous. and enterprising race. a race likely to become dangerous under our free institutions. unless they become sufficiently intelligent to appreciate and to understand them and to become a component part of our people. under these circumstances it is necessary that we should address ourselves to the removal of this foreignborn illiteracy as much as to that which is native born. I alluded to the condition in the State of Connecticut.
