I do not undertake to impeach then. I simply call attention. from what we know of human nature and what those of us know who have had anything to do with the common schools of the North. to the tendency to put the best possible showing upon a given state of facts. I call attention to the possibility that these unsworn returns that may have a tendency upon business booms. which have something to do with the attraction of Northern capital and Northern immigration to some parts of the country. are likely to present a more favorable aspect than the true one. In regard to the North. I have heard it stated by a responsible gentleman of Massachusetts. and that it is founded upon actual returns. that the illiteracy of that State is increasing.
