Colorado. and Kentucky. whilst the entire populations. white. colored. native and fomeign. are better instructed. they are more criminal than the native white populations. These States differ largely. some of them are manufacturing States and some of them agricultural. some have large cities and some have none. but the census shows that they agree in one respect. namely. their nativewhite populations are at once more ignorantand more moral than their entire populations.
