Nothing is said about the church in the provision relating to this Perpetual Emigrating Fund Company. The bill says: SEc. 15. That all laws of the Legislative Assembly of the Territory of Utah. or of the socalled governmentof the state of Deseret. creating. organizing. amending. or continuing the corporation or association called the Perpetual Emigrating Fund Company are hereby disapproved and annulled. and the said corporation. in so far as it may now have. or pretend to have. any legal existence. is hereby dissolved. Then the provision goes on: And it shall not be lawful for the Legislative Assembly of the Territory of Utah to create. organize. or in any manner recognize any such corporation or association. or to pass any law for the purpose of or operating to accomplish the bringing of persons into the said Territory for any purpose whatsoever. I submit that under such a provision of law. if adopted by Congress. you. Mr. President. and the Senator from Alabama. or myself. or any other citizen of this country. would be absolutely prohibited from going into that Territory and organizing an emigration society. I would very much prefer. if it were practicableand I do not see why it is not practicablethat the Territorial government of the Territory of Utah should be abolished entirely. root and branch. and that we should govern it as we are governing the District of Columbia. by three commissioners or five commissioners. As extreme and as extraordinary as that method would be of getting rid of the evil of polygamy.
