Certainly it is no reason for the creating of seventy new consulates and unreasonable increase of salaries. These are the arguments and reasons offered by the committee in support of this bill. I submit to the members of this House that they have little basis. in face of the facts which I have stated that our commerce and immigration have decreased so that there must be and is less labor now than heretofore. What is there to justify this increase in salaries and this addition to the consuls? Are their salaries to be increased in order that they may do less work?
