The members of the committee. when this matter was before the House last session. declared in almost every instance their opinion that the immigration of Chinese coolies should be prohibited. and I believe that is their opinion today. I do not know how fauilt would be proper to declare to the House what negotiations there. may be pending on this subject. but there have been communications made to Congress which for a time were secret. but from which the seal of secrecy has now been removed. and to those I can refer as indicating XVIIT95 the disposition of the Chinese Government. and I can say that nothing has changed in regard to the statements there made by our late minister to China.
