By the act of March 21. 1865. it is provided that all inmates of the National Home for Disabled Volunteer Soldiers shall be subject to the rules and articles of war in the same manner as if they were in the Army of the United States. Each branch is organized with a governor and official staff. and all are upon a semimilitary footing. The entire number of the inmates of the home in 1885 was 14.174. of whom there werenative born. 5.186. foreign born. 8.988. At first view the great disparity between the native and foreign born inmates is surprising. I know of no statistics showing the number of foreignborn volunteer soldiers who served in the war for the Union. but from my own observation I do not believe that it exceeded 10 per cent. of the whole. But in the various branches of the home there are 63 per cent. of foreigners and but 36 per cent. of nativeborn Americans.
