Mr. Chairman. this bill extends the scope of the law which now applies to paupers and criminals so as to make operative the bill passed by the last Congress prohibiting the importation of contract labor. It has been found that that law is to a certain extent a dead letter by reason of the fact that the only manner of its enforcement is by lodging a complaint with the United States district attorney. This empowers the officials who are now clothed with the power of preventing the landing of paupers and criminals to prohibit also the landing of persons whose importation is prohibited by the act passed last year. and to compel their return to the country whence they came.
