There is a bill amending the restriction act on the House Calendar. and another which has passed the Senate and has been referred to the Committee on Foreign Affairs. The peopleof the Pacific coast have been anxiously hoping that one of these bills should become a law. Whether they are to be disappointed or not I can not say. but I can say that there is no more important matter before Congress than the effective restriction or prohibition of Chinese immigration. The effort so far has been a failure. and it remains for you to say whether you will allow conditions to grow worse before you take active measures to settle this great question. Permit me to call your attention to a few plain facts. from which you can draw your own conclusions.
