To save money to pay Southern war claims. to levee the Mississippi River. to pay salaries to officials and for other liberal expenditures. you now propose to attack that subject which is dearest to every loyal heartthe duty which the Government owes to those who as soldiers of the Republic have suffered in its behalf. I can say more to you. The intelligent. educated laborers of this Nation. who have made the policy of protection a success. and who demand that our people shall not be brought in competition with foreign pauper labor. are right at heart on the subject of doing justice to the soldiers. Many of them were good soldiers themselves. They ask that the Government shall deal justly with all. but especially with those who risked their lives in its defense.
