Sumner denounced the kind of legislation which is now before the Senate with all that impassioned eloquence which on a question of human rights was surpassed by no other which ever came from human lips and of which he was master. The resolution against the cooly trade which Mr. Sumner introduced he supported by an argument. one sentence in which has been read. which set forth among other things that it would destroy the regular immigration of the Chinese to this country. Here is a bill which prohibits the voluntary immigration of any man of the Chinese race. provided he be a laborer. It is a bill which undertakes to dishonor manhood and to dishonor labor. and it is a policy which has been persisted in notwithstanding the offer that was made to gentlemen who represented the Government at Asiatic ports.
