The municipal powers of the large cities of this country are scarcely adequate to the preservation of life and property from the overgrowth of population. much of it unemployed. I am for draining it off. opening up outlets to it. and if I had no other reason for voting for this bill I would have that as a sufficient reason. that we could show our people that the United States had concentrated their attention upon the establishment of a great State in Washington Territory. The very moment that this bill p.sses and a State is ordained to be established in that Territory you will find the tide of emigration pouring into that region. It will give us great relief even at the present and more in the future. for when our men have settled themselves and have capitalized their property on that great Pacific coast they will look out to the West as our brethren in the Northeast have looked to the East across the Atlantic for new commercial enterprises. new sources of wealth.
