It has every resource of fertility except water. The rains of heaven are obstructed out of that great basin of the Humboldt River and other rivers of like character. so that plains which are as fertile as any that are to be found in the delta of the Mississippi are barren of anything. except sagebrush. merely for the want of irrigation. That is likely to remain a dry and comparatively desert region for many long years to come. and certainly does not afford a very inviting field for immigration. But when you pass beyond to California. to Oregon. and to Washington Territory. you have. particularly in the latter Territory. the most attractive field for immigration which the United States has left or has ever yet presented. The agricultural lands of Washington Territory are remarkable for their fertility. As much mighteven br said of the southern parts of the Territory of Alaska.
