I think the Aleuts. who have been referred to by the Senator from Michigan. are already entitled to citizenship under the provisions of the treaty of cession of March. 1867. article 3 of which provides: The inhabitants of the ceded Territory. according to their choice. reserving their natural allegiance. may return to Russia within three years. but if they should prefer to remain in the ceded territory. they. with the exception of uncivilized native tribes. shall be admitted to the enjoyment of all the rights. advantages. and immunities of citizens of the United States. and shall be maintained and protected in the free enjoyment of their liberty. property. and religion. ir. Young in his letter to me. to which I have referred. says in regard to this: 1. The number of natives in Alaska is computed at 30.000. and of these more than half are called Indians. although their appearance. customs. mode of life. dispositions. and degree of advancement in mechanical arts prove them to be of different race from the Indians of the plains. and point to a comparatively recent Asiatic origin. The term Indian applied to our natives here is misleading. Then what is the situation?
