As the Senator from Massachusetts has said. it is no new provision. It is simply providing that this shall apply to all those Indians now who shall take the precautionary steps here provided. We are receiving by immigration into this country each year from three hundred and fifty thousand to seven hundred thousand immigrants from foreign lands. We apply to them no such conditions precedent to citizenship. Those men come from any country save one or two. they land on our shores and declare their intention of becoming citizens.
