Mr. Madison opposed the measure for the elief of the San Domingo refugees. saying" that the Government of the Jnited States is a definite Government. confined to specified objects. hat charity is no part of the legislative duty of the Government . that t would puzzle any gentleman to lay his finger on any part of the Contitution which would authorize the Government to interfere in the reief of the San Domingo sufferers. that it involved the constitutional question whether the money of our constituents can be appropriated to ny other than the specified powers."
