That the whole cost of said monument shall be $1.000.000. the work thereon shall begin within one year after the passage of tis act. and said monnment shall be similar in general style to that erected to the memory of George Washington ill the city of 1Washington. and built il accordance with plans find estimates to be approved by thePresident before the commencement of the work. SEc. 4. That this monument shall be builtunderthe direction of the President. and without resort to the contract system. so called. any further than shall be unavoidable in obtainijg materials aod decorations whlich.eannot be constructed by labor and skill at the place of erection. and none but American citizens. native or naturalized. shall be employed in the performance of labor on said 1onument. and. so far as shall be consistent with tie progress and fitness. of the work. a rigid preference shall be given to the employment of soldiers who have been honorably (iscllarged from the military and naval service of the -United States. The bill to provide for the erection of a monument to the memory of Ulysses S.
