Unless I am very much misinformed these corporations and establishments ace through agents upon whom the officer of the law would have not the sTlghtest difficulty in laying his hand if they violate it. So with the amendment of the honorable Senator from Delaware which I have accepted. It provides a penalty and a punishment for a violation of this proposed law. that is to say. if the object of the bill is to prevent and exclude contract labor. As it is. in my judgment. it is absolutely inoperative and useless for any such purpose. We have heard so much froth (and I do not say that in any disrespectful sense) about the protection of American labor that it is absolutely getting to be nauseating to me.
