The Senator from New Hampshire called my attention to the fact that this contract must be made previous to the importation or immigration of such alien or aliens. &c.. to be void. If made subsequent. as a matter of course it is a good contract. It must be madeprevious to their importation. previous to their starting to come to the United States. Well. Mr. John Smith makes a contract and he brings a thousand of these people to this country. The moment they are landed Mr. John Smith becomes liable to this penaltyandthe contractbecomesvoid. but Mr.
