But the laws as they are and as theyhave been in this regard have not affected Texas otherwise unfavorably. and the evil which the Senate is undertaking to prohibit does not exist in Texas. She may go on. she may grow and develop as she has done hitherto. she may multiply her resources. and if she needs more labor. if she needs a further inducement by contract for the immigration of labor within her borders. she has all the enormous mass of surplus laborsuch as we are objecting to in the North. Let her exercise her skill. let her make her contracts with the surplus of laborin the Central and Nortbern States. She has that right. she has that power.
