I should not have thought it necessary even to reply. We did many things during the war that we would not do now. There were many things that we deemed to be constitutional then which I would not regard to be constitutional in time of peace. War makes its laws and war compels congresses and others to make their laws conform to the necessitiesof war. We did so inthis case. and the provision we enacted was a proper one under all the circumstances. and justifiable. It was not at all harsh. It was to encourage immigration. not to discourage it.
