Speech #480122031

But section 4. as it is now drawn. I submitwill work hardship to no honest steamship company. The steamship companies will. undoubtedly. find it necessary here after. if this measure shall be passed and placed upon our statutebooks. to require the emigrants taking passage by their lines to subscribeto a statement that they do not go out under a contract to perforn labor in the United States. They will undoubtedly make such a regulation" and require all persons taking passage by their lines to subscribe to such a statement. and when they have done that they will have done their full duty. If it shall then prove that they have taken on board menwho are under contract to perform service in the UnitedStates. the steamship company will not be punishable under this proposed law. but only those individuals or corporations who have been active iw inducing such immigration. I believe the bill is just in all its provisions. I hope thatit willinot be amended to any great extent. that it will pass the Senate. and that it may be returned to the other House for concurrence in such amend-. ments as we have made. and that it may speedily become a law of the United States.
