I do not know how we can possibly prevent the emigration of men from one country to another outside our own borders. We could make noprovisionwhatever. I suppose. to prevent men coming freely of their oNin motion. after they arrived in Canada. to the United States. This bill does not attempt any extraterritorial legislation whatever. It would be formless and void if we should do it. but the bill does provide that if men come under a contract y which there is an attempt to evade the provisions of the law by bringing the immigrant from ibreign shores to Canada under a contract and then leaving him to find his way to the United States as best he can. that contract itself would be entirely void. I suppose. perhaps. it would be practically void any way. for I do not know how after a man gets here any such contract could be legally enforced in our own courts. Butat all events under the provisions of the second section such a contract as the Senator now speaks of would be void.
