As stated in the report which has just been read. the great idea then of the men who were upon the Atlantic seaboard was that centuries must elapse before the unbroken wilderness in the West could be populated and civilized. It requires a stretch of imagination to place ourselves in the position of the men who were legislating then for this virgin continent. whose conditions and circumstances have altered so much today. They did not dream. and could not have dreamcd. that in a century 800.000 emigrants would yearly be poured from the continent of Europe upon our shores. They did not dream of the discovery of gold. they did not imagine even the existence of the great area of country now given over. to the grazing of cattle. and the great American desert today blooming and blossoming like the rose. All these things render the precedents quoted by the Senator from Indiana utterly inapplicable and illogical.
