I desire to say in regard to this bill that I wish to express no opinion in its favor. It is a bill in fhvor of a person who was damaged by the bombardment of Greytown by a United States ship of war in 1856. The person was at that time a French citizen and would have been entitled. if the United States had violated the law of nations. to the interposition of his own government. but after the injury he became an American citizen by naturalization. so that he has no foreign government to depend upon for redress. Without meaning to express any opinion in favor of the claim. I introduce the bill in order that it may be examined by Congress.
