July 4. 1864. and I believe it remained a law fbr any years. though an appropriation could never be obtained to carry it into effect. Now. the 4th of July was a patriotic day to plant in the statutebooks of this country the most infamous law that could be fralued. and which meant no more than servitude. which meant to create a lien on everything that an unbrtunate immigrant could acquire after he came here in response to their desire tbr cheap labor. I think it proper to refer to that. when I see this canting. hypocritical party now masquerading before the country as having been always the friend of labor. Friendsof labor !
