Session #48 · 1883–85

Speech #480053536

The causes moving to this r onagreement are not creditable to the element who object to the abolit.on of this form of taxation. their desire being rather to let this surFlus referred to increase and accumulate than to see the heavy phalanx c f revenue officeholders now in service broken up and retired. But while I believe this system should be done away with. and the r eople relieved from a species of taxation peculiarly annoying during a period of profound peace. I as firmly believe that the tariff should rer lain solidly stationary without a shadow of wavering. that home labor and home products may be protected from the fatal competition of the cheap pauper labor of fbreign nations. The basis of protective duties should not be a sliding scale. In my judgment only a permanent one will or can stimulate the growth of industrial products. and afford the artisan and agriculturist alike the mutual use and benefits of each ethers labor.
