The manufacturer has never paid one dollar in wages which hewas not compelled to pay because of the scarcity of labor. and the scarcity of labor has never been in the slightest degree due to the tariff. There has always been absolute free trade in labor. and the manufacturer has never failed to use it remorselessly to depress the rate of wages. The records of this House prove that they import foreign labor under contract and transfer the dreaded pauper labor of Europe to this country to deprive our native workmen of the benefits of the scarcity of labor produced by the natural causes which I have mentioned. A bill is before this House to prohibit such transactions accompanied by the report of a committee containing the proofs. The census returns show that native workmen are gradually being crowded out of the employments which have been fostered by tariff bounties for their supposed benefit.
