I will say in answer to the gentleman that the Republican national platform of 1876 declared it the duty of Congress to fully investigate the effect of the immigration and importation of Mongolians upon the moral and material interests of the country. In 1880 the national platform of that party "would limit and restrict that immigration by the enactment of such just. humane. and reasonable laws and treaties as will produce that result." That was a declaration in favor of a "just and reasonable" policy toward the Chinese. Now is it a "just and reasonable policy" to say that "Chinese laborers from any port or place" shall not land in this country? Do you call such a restriction aimed at in this bill as in accord with either treaties or platforms?
