Judge Field. speaking upon this question. rendered a decision in which hd makes use o this language. and I want to call the attention of the House to it fo r he states the whole question in a nutshell and does not talk about the Chinese philosophy a� derived from the teachings of Confucius. But in considering the act of Congress. and giving the reasons which itduced his decision. he says: Before these articlesThat is. the treatywere adopted a great number of Chinese had emigrated to this State tCalifornia). and after their adoption the immigration largely increased. But notwithstanding the favorable provisions of the treaty. it was found impossible for them to assimilate with our people. Their physical characteristics and habits kept them as distinct and separate as though still living in China.
