In my opinion Congress should be asked to affix a penalty to the Chinese restriction act of May 6.1882. othcrwise it will become a dead letter so far as regards the enforcement of the law on the northern frontier. Does this furnish no food for reflection ? Is not this the proof demanded by the gentleman from Massachusetts as to the fact of unlawful immigration across our border? For these reasons we have asked in good faith that the law. wherein it has been found to be defective. should be amended. We have asked that our hordes be protected as well as our ports.
