While these things are true there are certain solemn admonitory lessons which we may learn from the leaves of the history of this people. chiefest among which is that when they have predetermined to effect a lodgment il a country neither force nor law has hitherto sufficed to impede their desperate. ceaseless. and fatalistic purpose. Look to the bloodstained and lurid history of the islands of the Indian Archipelago. What do we find there? I have time only to cite one instance. Two hundred years ago the Chinese invaded the Philippine Islands. and soon made themselves offensive to the dominant race. as they have done in California. Laws were enacted demanding their deportation punitive to a brutal degree. These laws were disregarded or evaded. They were followed by other enactments imposing flines. penalties. and assessments of every character and description possible.
