That the navigation of the Congo River and its tributaries shall remain -openf and free to the equal enjoyment of all nations for the purpose of lawful commerce. 2. That the free right of ingress to and egress from the Congo country over.land for the purposes of lawful commerce and travel shall be equally enjoyed by the people of all countries. 3. That the deportation of African people as slaves or as apprentices. or as laborers or servants. held under any agreement or pretext to serve as such in .any other country. shall be prohibited and prevented as to the people of the -Congo country in such manner as the treaty powers shall agree upon. Sze. 3. That the sun of - dollars is hereby appropriated. out of any money in the Treasury not otherwise appropriated. to be added to the contingent fund -of the Department of State. and to be immediately available. to be employed under the direction of the Secretary of State in carrying these resolutions into -effect.
