The number of employ6s under the control of the Russian company was put at as high as 8.000. all civilized. and the pamphlet to which reference has been made by the Senator from Missouri. and which is on the desk of every Senator. speaking of the Indiansin that Territory. says of them. on high authority. that they will compare favorably with any class of immigrants that are daily landed on these shores from European countries. If that be true. I say their condition is not like the condition of the wild Indians of America with whom we are accustomed to deal and for whom we are in the habit of legislating so severely.
