The committee does not claim that the entire ordinance is void. only so much as requires registration as a prerequisite to voting. He was elected by virtue of the ordinance. laws. and the constitution of the State of Missouri. We counted the vote of every man that had been in the State one year and was a nativeborn or legaily naturalized citizen and who had resided in the election distict the number of days provided by the constitution of Missouri. And we counted no mans name unless we were satisfied that he had the constitutional requirements to authorize him o exercisthe teright of franchise.
