I would like to hear from the chairman of the Committee on Appropriations why an exception is proposed in this particular case. It is true that Dakota is being rapidly settled. but the case is the same with California. Oregon. and Washington Territory. Within the next three years Washington Territory will have as large an immigration proportionately as the Territory of Dakota. Some of the finest lands in America are in Washington Territory. and there is now a large immigration into that Territory. In my judgment it is wrong to apportion to one State or Territory a fixed amount. while the remainder of the sum is left in bulk to be distributed according to the discretion of the Land Department.
