Speech #470178466

No. it is not. The gentleman will find that the existing law provides for a drawback on manufactures entered for export only. and inures to the benefit of the foreign purchaserthat muchtalkedof pauper labor of Europe and Asia--not for the American agricultural laborer. It discriminates against Amcrican labor. Mr. Chairman. I have not taken up the time of the committee in this discussion. and I trust I will be indulged to state and explain fully the scope and effect of this proviso. We have all observed from the beginning of this discussion that gentlemen on the other side of the House who support this bill as it is have been moved with very tender compassion fbr the interest of the farmer. and as the bill has progressed the farmers friends have seemed to increase.
