I have not taken up the time of the committee in this discussion. and I trust I will be indulged to state and explain fully the scope and effect of this proviso. We have all observed from the beginning of this discussion that gentlemen on the other side of the House who support this bill as it is have been moved with very tender compassion fbr the interest of the farmer. and as the bill has progressed the farmers friends have seemed to increase.
