Mr. Chairman. although the Republicans have always stood. and I tnist always will stand for the right of every proposition. without counting up dollars and cents. or resorting to the " bearing" system which the geutleman from New Jersey reibrred to. whilethe Ropublicans have always been willing to meet fairly and squarely and bravely the consequences of the appropriations they have made.
