The Government of the United States demanded an indemnity of the Governmerit of Spain on acount of the massacre of American citizens on board the Virginius. which was afterward paid. The fund has been partially disbursed and is still held subject to the claims of the representatives of such American citizens as lost their lives at that time. The citizenship of General Ryan has not been proven by record evidence of his naturalization for the reason that Isis surviving representatives do not know where to obtain such record evidence. But your committee are of the opinion that he was a citizen of the United States. and that. as such his mother is entitled to receive the pro rate share to which she would be entitled if the record evidence of the fact of citizenship were supplied. They therefore recommend the passage of thaeceompanying joint resolution.
