Why. Mr. Chairman. with all that the National Board of Health and its efforts can accomplish. with all of the efforts of the local boards of health. with all of the efforts of the commissioners of emigration. and their medical officers in the city of New York. they have been unable to keep infectious diseases out of the limits of that city. Diseases of that kind are there all the while. and God only knows how far they would extend were it not for the eflorts and the zeal which is manifested by such organizations to keep them isolatedfrom the population in general.
