Mr. Speaker. that I had the unaniiouscousnt of the Committee on Foreign Affairs to bring this subject to the :attention of the House. and to submit the resolution I have offered with a view of testing the sense of the House upon that subject. It will be borne in mind that section 2000 of the Revised Statutes secures to all naturalized citizens of the United States while in toreign countries the same protection of person and property which is accorded to "our nativeborn citizens. It is therefore immaterial to tie here to inquire whether the citizens so unjustly confined in Irish prisons are nativehorn or naturalized. They occupy the same plane. are entitled to the same protection. and it is the abstract right and duty of this Government to interpose in their belalf. We owe it to ourselves. we owe it to our nationality. we owe it to the great principles which underlie our republican form of government. to take care that no foreign power shall unjustly seize our citizens. nativeborn or naturalized. and deprive them of their fibcity without sufficient cause. While the statute referred to has clothed the President with full power upon this subject. I think all Congressional interposition in this behalf has rather tended to delay than to facilitate afinal conclusion.
