VAN VOOr1s complains that we did not take action until Wednesday morning (this matter having occurred ot Monday) and it is suggested cther by him or his interviewer that in the mean time the steamship companies might have found it practicable. or words tq that effect. to show the committee why they should insist upon the committees bill and repudiate his. a direct charge upon the committee of corrupt motives. and corrupt purposes. Now. what does that stand upon? The eominit tee when it considered the bill found in it a section providing for a charge at the rate of 50 cents a head on the immigrants as a fund for taking care of them in this country. and containing a. provision that they should be returned where thedy were found to be improper persons to be landed here. the expenses of their return to be defrayed out of this fend primarily. When that came hebire the committee the committee said. "We think that is not best. because. it would be an inducement to steamship companies to bring people here that should not be brought. to get double farefare here and. fare back." To obviate that. and not it the interest of steamship companies. as I understood it. but directly the reverse. we struck that out and provided when steamship companies brought improper persons they should return them to the country whence they came at their own expense. That was our provision. not the provision of the original bill.
