Why he shoiuld now go so far back to construct an argument to justify his conduct may possibly be apparent in the end. while it may not be altogether apparent on the surface. It is enogh for me to say that he brought the bill purporting to be the bill of the committee and brought the report which bad been prepared in writing by Mr. RICHARDSox. and delivered them to me with the statement that the bill was the committees bill. except that a portion of it relating to immigration over the Canadian border had by the consent of the cotmmittee. or members of the committee. been agreed to be changed from the committees report if I assented to it. I said " We did not discuss that in committee. but if it is the wish of the committee to change it I have no objection." I want to sayanother thing. The gentleman avers that he brought to me the committees bill and his own bill on Monday last. and that we examined and discussed them both.
