Already more than ten millions of immigrants have been distributed throughout the country. They learn our language. adapt themselves readily to our institutions. and become a vauable component part of the bodypolitic. It is not the design of this bill to check immigration. but to continue the beneficent supervision which the State of New York has.. up to the present time.. exercised over it.
