This bill proposes precisely the legislation suggested in this opinion. It is national in its character and uniform in its operation. It imposes upon immigrantships a moderate tax of fifty cents foreach immigrant. for the purposes of raising a fund to defray the necessary expenses of executing the provisions of the bill. It provides for the return to the countries that sent them here of all criminals. lunatics. and paupers. It provides that no more of the sum so raised shall be used in any port than is collected at such port. The umber of immigrants that have arrived at the ports of the United States for the last month averages nearly fortyfive hundred per day. and it is safe to say that upward of one million will reach this country during the year. The bulk of them come through the port of New York. A large proportion of them do not understand a word of our language.
