I have used the ters New York. but I mean all points to which any immigrants come. I ant unwilling that by an act of Congress any State board shall have authority to pass upon the fitness of any immigrant to remain in this country. It appears to me hazardous for Congress to put it into the power of any State board to determine whether an immigrant is a lunatic or a criminal. and whether he shall remain here or shall be sent back. This is a terrible power to be conferred by Congress on a State board. Ihope this bill will be defeated. as all kindred bills have been heretofore.
