No State law can be passed on the subject that. will be constitutional. Oar united delegation. that has been just. toward the West. the South. the North. to every part of the country. ia delegation that is asking this not for themselves. for only about 10 per cent. of this inamigration stops in New York. 90 per cent. of it goes to the West. to the South. to Texas. to all the States and Territorieswe ask that Congress shall take some action upon this subj ect. These immigrants have been cared for at Castle Garden in the city of New York. protected froin our sharks. our rascals. by the judiciouscare of the men in charge. These commissioners of immigration arer selected not because they are politicians. not for ther salaries. for they are unsalaried officers. They are the president of the German Imuigration Society. the president of the Irish Immigration Society. the mayor of the city ex oficio. The tuoneys to bo distributed by the State association of New York and other associations in other States to care for and protect immigrants will be well and wisely handled under the supervision of the Secretary of the Treasury. under whose direction the taxes are to be hereafter levied. JUNE- 1% I hope and pray that the House will heed our appeal. The New York papers for the last year have been characterizing the dereliction of duty on the part of members here. For myself. I have been struggling ever since 1876 in the preparation of bills and reports and the presentation ofpetitious from Illinois and other States. from Legislatures. from boards of charity. from every portion of the country to which the immigrant goes. trying to obtain legislation upon this subject. We have at last today. by the kindness of the Speaker of this House asnd by the kindness of the Committee on Commerce. a bill matured upon the subject before us for consideration. I trust that the bill will be passed and we will save New York and the country from the reproach which otherwise would fall on Castle Garden through the chaos there impending and already existing.
