Thnisias made necessary by reason of two facts. One is that the Land Office. according to the opinion of the Commissioners. in which I concur. has not had a snuf eientoMrce for some years past. The other fact is the great increase in immigration. which. as gentlemen must be aware. tends largely to the West. There is demand for increased work in the land oftices everywhere . and this we considered to be absolutely necessary. I will say further. that if we lad not been embarrassed by the rule of the House I should have favored an appropriation for an assistant comnissioner of the General Land Ofie as well as one or two other employds at salaries of $2.000 to $2.500.
