Mr. Schurz. rcrring to the amount taken from the Treasury and paid to the loyal refugees out of this Creek fund. says: It would seem to be an more than just. if again reappropriated to that fund. that it should be made an ofiet in favor of the United States against the general fund of the Creek Nation. and Iwould suggest that if an appropriation is made for the reimbursement of the orphan fund proper provision should be made for such purpose for its charge agaiast the general fund. by retention in such installments as shall not seriously embarrass the object of the annual appropriation for the support and necessities of the nation. What response does the committee here give to the recommendation of the Secretary of the Interior in this communication addressed to the Senator -from Iowa when a member of the Committee on Indian Affairs V And no answer here is made to that position. but the proposition is to take from the Treasury and reimurse this Creek orphan fund without charging the nation with the amount heretofore paid. It seems to me that this matter is presented in a very unfair light when it is represented that this fund goes to orphans and is held by the Government as a trustee for orphans.
