Wichitas. and other affiliated tribes. may and shall be suspended and postponed wholly or in part at and during the discretion and pleasure of the President: Provided furtherXI---265 It is under this authority that the Government took the money out of this trust fund and supported the loyal refugees. and I ask the attention of the Senate to this proviso: Provided further. That the President is authorized to expend such part of the amount heretofore appropriated and not expended and hereinbefore appropriated for the benefit of the tribes named in the preceding provisoIn what way ?as he may deem necessary. for the relief and support of such individual meat. hers of said tribes as have been driven from their homes and reduced to want on account of their friendship to the Government. Out of the sum hereinbefore and in this act appropriated for these tribes. out of that fund the President might take such amount as in his discretion he deemed fit to support these people.
